Tesoro Logistics Operations

We invite you to comment on the State Waste Discharge Permit Application for Tesoro Logistics Operations in Anacortes, Skagit County. This comment period will run from May 21 – July 1, 2025.

Tesoro Logistics Operations LLC operates a crude oil and light products bulk storage loading/off-loading facility collocated with the Marathon Anacortes Refinery. The facility discharges untreated wastewater from various operations around the site and stormwater to the refinery wastewater treatment plant prior to discharge to Fidalgo Bay.

The Department of Ecology proposes to develop this permit. All who respond to this notice will receive a notice of the draft permit and fact sheet when it's available for public comment and when the final permit is issued.

You may request a public hearing to submit verbal comments on the application.
