Ecology visited the site May 5, 2025, and found it was well managed. Stormwater is controlled to move rainwater and snowmelt off the protective cap to a series of stormwater infiltration basins. Groundwater monitoring wells were inspected and found to be in good condition. The Site is restricted from public access by gates and perimeter fencing. Fencing is regularly inspected by contractors for Holcim Inc.

Next steps

Ecology will review all comments received during the comment period and update the periodic review if needed. If no significant changes are made, the periodic revi​​ew will become final. If significant changes are made, an additional public comment period will be held. We will hold a public meeting if 10 or more people request one.​​​

Site history

The Holcim Inc site is 24 acres. The largest part of the site is owned by Holcim (US), Inc. The remaining parts, which are now clean, are owned by the City of Spokane Valley and the Neighborhood, Inc. Coyote Rock Development.  

The site was used for manufacturing cement from 1910 to 1967. Cement kiln dust (CKD), which contains arsenic, cadmium, and lead, was deposited on the site. One CKD deposit of about 109,100 cubic yards in volume was on the Holcim property. Another CKD deposit, about 12,300 cubic yards in volume, was on the city property.​ Other areas of the site had soil contaminated with benzene, carcinogenic polycyclic aromatic hydrocarbons, and gasoline. 

All the CKD was combined on the Holcim property and capped in 2016. The rest of the contaminated soil was disposed offsite.​

About periodic reviews

We conduct a periodic review at least every five years after beginning cleanup at a site, and this is the first review for Holcim. The purpose of the review is to evaluate current site conditions and to ensure the continued protection of people and the environment.
