We invite your comments on whether new or renewing applications and Manure Pollution Prevention Plans for the Concentrated Animal Feeding Operation (CAFO) General Permit are appropriate under the permit.

Animal operations that are seeking new coverage under the CAFO general permit must submit their permit application and Manure Pollution Prevention Plan to Ecology for review. Existing permitted CAFOs with proposed changes to their Manure Pollution Prevention Plan also need to submit these changes to Ecology for review. In both situations, these materials are also available for public review and comment for 30 days. At the end of the public comment period, we will consider comments and may request changes to the Manure Pollution Prevention Plan, before issuing a decision on if the facility will receive permit coverage.

The Concentrated Animal Feeding Operation (CAFO) General Permit is for industrial animal feeding operations, including dairies, beef finishing feedlots, and poultry growing operations. These type of facilities confine livestock for long periods of time in pens or barns and may discharge waste to surface water or groundwater. The permits require specific pollution-prevention practices of facilities, such as collecting runoff and storing manure, land-applying nutrients according to crop budgets, and adapting practices based on soil test results to protect water quality.
