Public Review of CAFO General Permit Applications and Manure Pollution Prevention Plans
Concentrated Animal Feeding Operation General Permit
May 10, 2025, 9 a.m. - June 10, 2025, 12:05 a.m. PT
We invite your comments on whether new and renewing applications and Manure Pollution Prevention Plans (MPPP) for the Concentrated Animal Feeding Operation (CAFO) General Permit are appropriate under the permit.
Concentrated Animal Feeding Operations (CAFOs) that are seeking coverage under the CAFO general permit must submit their permit application and Manure Pollution Prevention Plan (MPPP) to Ecology for review. We list these new or modification, applications on Ecology's general permit website for the permit at https://ecology.wa.gov/CAFO. At the end of the public comment period, we will consider comments and may request changes to the Manure Pollution Prevention Plan, before issuing a decision on if the facility will receive permit coverage.
The Concentrated Animal Feeding Operation (CAFO) General Permits apply to operations that confine livestock for long periods of time in pens or barns and discharge pollution to surface or groundwater. The permits require specific pollution-prevention practices of facilities, such as collecting runoff and storing manure, land-applying nutrients according to crop budgets, and adapting practices based on soil test results to protect water quality.heather.patt@ecy.wa.gov
