Community litter cleanup program: Welcome to Washington Act (SB 5040)

The Welcome to Washington Act (Senate Bill 5040) recently passed and incorporated funding into our Community Litter Cleanup Program. This new funding is for local governments to clean state highway ramps in their jurisdiction.

Funding cycle

  • Amount of funding available: $250,000 for the 2021-2023 biennium
  • Funding allocated:
  • Grant award limit: $40,000 per award, but larger grant awards will be considered if total requests are less than $250,000.
  • Amount of matching funds required: No matching funds are required.

Applications are not being accepted at this time.

Applications and proof of coordination forms were accepted May 13, 2021 through 5 p.m. on June 11, 2021.

Funding is available for the following entities:

Any local government interested in cleaning state highway ramps in their jurisdiction. 

The 2021-23 CLCP guidelines outline eligible costs. These are the same for SB5040 grants. However,
reimbursement is limited to litter cleanup efforts on Interstate, State Route, or US Highway ramps only.

These funds are specifically for cleanup efforts on Interstate, State Route, or US highway ramps only. In many areas, entering and exiting state highways does not occur on traditional ramps. These may be intersections. These state highway intersections do qualify under this funding opportunity. The 2021-23 CLCP Guidelines outline eligible costs.
