Required greenhouse gas reporting programs

We require facilities that emit at least 10,000 metric tons of carbon pollution annually to report their greenhouse gas emissions. We also require state agencies that emit more than 5,000 metric tons of carbon pollution, and universities or colleges that emit more than 10,000 metric tons, to report their emissions.

Facilities reporting program

We've been collecting greenhouse gas emissions from companies since 2012. Our mandatory greenhouse gas reporting requirement applies to:

  • Facilities that annually pollute at least 10,000 metric tons of greenhouse gasses in Washington.
  • Suppliers of liquid motor vehicle fuel, special fuel, and aircraft fuel that supply products equivalent to at least 10,000 metric tons of carbon dioxide in Washington.

State agency reporting program

The State Agency Climate Leadership Act established GHG emission reduction limits for state government in 2009. The act directs state agencies to track, report, and reduce their greenhouse gases. Agencies are working to reduce their emissions from electricity use, fuel consumption, business travel, and employee commuting and report their emissions annually through the Washington state agency greenhouse gas reporting program

Those required to report include:

  • State agencies with a baseline of 5,000 metric tons of CO2e or higher
  • State universities and colleges with a baseline of 10,000 metric tons of CO2e or higher
