Fresh Fruit Packing General Permit

This permit outlines uniform conditions and treatment, discharge, and disposal methods for fresh fruit packing wastewater based on the similarities of wastewater characteristics among facilities.

The combined State Waste Discharge Permit and National Pollutant Discharge Elimination System Permit (NPDES) provides assurance that fruit packers are protecting nearby lakes, rivers, and groundwater when managing the wastewater coming from their facilities.

The (modified) current permit was effective July 1, 2019, and will expire on August 31, 2021. We will administratively extend the current permit through December 31, 2021. Please see renewal information below for more information.

Draft permit reissuance

We are pleased to announce that the draft Fresh Fruit Packing General Permit is available for public comment. The permit regulates the discharge of wastewater from fresh fruit packing facilities. We invite comments on the draft permit document and State Environmental Policy Act Determination of Non-Significance beginning Sept. 1, 2021 until Oct. 15, 2021, at 11:59 p.m. The current permit expired on Aug. 31, 2021.  The permit is administratively extended through Dec. 31, 2021. 

Changes to the permit that are being considered include:

  • Requirements for additional monitoring to comply with TMDL actions
  • Requirements for some facilities to install flow meters
  • Conditionally authorizing some very small storage facilities
  • Other issues identified through the informal listening session

During the workshops, we will explain the proposed changes to the draft permit and answer questions. The hearing will begin right after the public workshop and will end when public testimony is complete. During the hearing, people will have an opportunity to give oral testimony on the draft permit conditions. Written comments receive the same consideration as oral testimony.
