Clean Energy Coordinated Permit Process

Ecology’s coordinated permit process makes clean energy project reviews and permits more efficient with one agency managing the overall work. We provide consistent information about a project all in one place. We help developers and agencies identify risks and potential impacts so they can be addressed early. Ecology will work with developers, state and local agencies, Tribes, and communities throughout the process. 

In 2023, the Washington Legislature passed a new state law to help make the process for siting and permitting clean energy projects more effective and efficient. State lawmakers directed Ecology to establish a new coordinated permit process for eligible clean energy projects. This process includes pre-application discussions, SEPA environmental review, and state and local permits. 

In Washington, there are three different pathways clean energy developers can choose when applying for permits for their proposed project. Developers can use Ecology’s process or processes led by the state Energy Facility Site Evaluation Council or a local government. An applicant will decide which pathway to use based on their needs and their project.

The process includes working with participating agencies and interested parties as well as the developer. It includes coordination with local and state agencies, and possibly federal agencies, to meet regulatory requirements. We will offer engagement and consultation to potentially affected Tribes and consider impacts to Tribal rights and resources. During the process, we will make sure potentially affected communities are informed and their concerns and issues are considered.
