Upcoming engagement opportunities

In partnership with the state Department of Commerce, we are leading a group of state agencies to identify actions to improve siting and permitting of clean energy projects in Washington. 

The Clean Energy Siting Council meets monthly to identify policy-level issues, coordinate among agencies, and discuss options for improving permitting processes. The council does not make decisions on specific projects. Instead, it is a coordination council and develops annual legislative reports with recommendations. Agendas and meeting notes are posted regularly on this page.

Council objectives

The council tracks efforts to improve how clean energy projects are sited in Washington and supports planning and interagency coordination for clean energy facilities. The council also develops annual reports with recommendations for the Washington Legislature. 

One of our goals is to promote understanding, awareness and visibility about the council's work. We asked Tribes and interested parties how they would like to participate and used that input to develop an Interested Parties Engagement Plan

Annual report

The council's annual legislative report documents its recommendations for improving siting and permitting clean energy projects in Washington. Annual reports are due to state lawmakers by Oct. 1.

Clean energy environmental justice guidance

Washington strives to be a leader in advancing environmental justice while transitioning to a clean‑energy economy. In past legislative reports, the council recommended making clean energy siting more beneficial for communities and improving community and Tribal engagement. To strengthen this work statewide, we are developing Clean Energy Environmental Justice guidance. 

The goal of the guidance is to support developers, communities, and Tribes by providing information about equitable engagement practices. It builds upon the work done for the Department of Commerce’s Environmental Justice Toolkit for Hydrogen Project Developers. It will include best practices and recommendations for designing meaningful engagement, along with guidance documents and templates to help put those practices into action. This guidance will continue to evolve as new information becomes available and as we receive additional input from communities, Tribes, and other partners.
