Air quality application for general order coverage – Opportunity to request a public comment period

We propose to approve Mission Construction dba Gorge Crete's air quality general order application for a portable concrete batch plant. We will hold a public comment period if one is requested.

Gorge Crete applied for coverage under the general order to operate a portable concrete batch plant at Kreps Road in Dallesport. The concrete batch plant will operate from line power, control dust collection using a baghouse, and is expected to generate less than 15,000 cubic yards of concrete. A baghouse is an industrial dust collector that uses felt bags to filter dusty air produced during manufacturing and processing.

Documents for review

If we determine this proposal satisfies the requirements of Chapter 173-400 WAC, then we plan to approve the application. We will hold a public comment period on a draft air permit (“approval order”) that includes this change if we receive a written request by November 5, 2024.

Background

An air quality general order is a group permit that simplifies the air permitting process. When several sources of air pollution are similar, we can issue a “general order” for all the sources, rather than a series of individual permits.
