Helena Agri-Central Ferry, Pomeroy

Helena Agri-Enterprises submitted a notice of construction application for the Central Ferry facility located at 82 Central Ferry Road, in Pomeroy. Helena Agri is an agricultural fertilizer and chemical distribution facility.

Helena Agri plans to increase permitted emission rates from the mobile pipe reactor operations. As part of this change, Helena Agri plans to limit mobile pipe reactor operations to 12 hours per day to minimize emissions.

This will cause emission increases of up to the following:

• 1.762 pounds per hour particulate matter (PM₁₀ and PM_2.5)
• 25.67 pounds per hour ammonia
• 0.689 pounds per hour fluoride

We determined this proposal satisfies the requirements of Chapter 173-400 WAC. We plan to approve the application. We will hold a public comment period on a draft air permit ("approval order") that includes this change if we receive a written request by October 16, 2025.

Background

A notice of construction permit is required before installing a new source of air pollution or modifying an existing source of air pollution. This permit is sometimes called a "pre-construction permit" because a business must have one before starting construction or operating their business.

A notice of construction air permit limits the amount of air pollutants a business can emit.
