Air quality notice of construction application – Opportunity to request a public comment period

We propose to approve Microsoft Malaga Data Center's air quality notice of construction (NOC) application. We will hold a public comment period if one is requested.
Microsoft submitted a notice of construction application for their data center campus located at 5375 Malaga Alcoa Highway in Malaga. They requested to update their existing air permit with revised generator performance data sheet, including updated emissions data.
This change will decrease emissions of pollutants or increase emissions of pollutants — specifically, particulate matter (PM) and nitrogen oxides (NOx) — depending on how hard the generator is working (load).

If we determine this proposal satisfies the requirements of Chapter 173-400 WAC, we plan to approve the application. We will hold a public comment period on a draft air permit ("approval order") that includes this change, if we receive a written request by August 29, 2025.

Background
Data centers, sometimes called server farms, house the servers that manage email, store data, and run apps (computer or mobile). A notice of construction permit is required before installing a new source of air pollution or modifying an existing source of air pollution. This permit is sometimes called a "pre-construction permit" because a business must have one before starting construction or operating their business.
A notice of construction air permit limits the amount of air pollutants a business can emit.
