Environmental Justice Listening Session

WAC 173-446 Cap-and-Invest Offsets

This meeting will provide information on the rulemaking process and amendment being made to Chapter 173-446 WAC and listen to participants’ input on environmental justice impacts of this rulemaking for Tribal communities, communities of color, low-income communities, and other communities who face multiple, combined environmental harms or health impacts.

This rulemaking would adopt amendments to WAC 173-446, Climate Commitment Act Program Rule.

Documents for review

We write rules to implement and enforce state and federal environmental laws and rules.  Ecology follows a 3-phase process for rulemaking:

  1. Announcement and development
  2. Proposal
  3. Adoption
