Ecology is preparing a report to the Legislature on EITE allowance allocation for 2035-2050. As a part of this process, Ecology is hosting a public meeting on August 6 from 10 a.m. to noon. Ecology will provide and overview of the draft findings and information to be included in our report on EITEs as well as an opportunity for the public to ask questions and share comments.
Public comment is due by Sept. 3, 2025 at 11:59 p.m. More information is available on the EITE webpage.
Background
In establishing the Climate Commitment Act (CCA), the Legislature recognized that certain industries face unique challenges in reducing their greenhouse gas emissions in the early years of the Cap-and-Invest Program. The Legislature decided to give no-cost allowances to these “emission-intensive, trade-exposed" industries, or “EITEs,” until at least 2034.
Ecology is preparing a report to the Legislature on EITE allowance allocation for 2035-2050. We're seeking feedback on draft materials for the report along with hosting a series of advisory meetings and a public meeting from May through July.
