Please review and comment on:

• Draft cleanup action plan (dCAP): The dCAP describes the planned cleanup actions and sets the standards that the cleanup must meet.
• Draft agreed order (AO): This legal agreement ensures that the cleanup follows state law.
• Draft State Environmental Policy Act/Determination of Non-Significance (SEPA/DNS): Ecology uses SEPA during site cleanups to find and evaluate negative environmental impacts that could result from a proposed action. The draft SEPA resulted in a determination of non-significance, meaning that this work will not have large negative environmental impacts.
• Draft public participation plan: This plan encourages community involvement in cleanup decisions.

This public comment period opens July 14 at 12 a.m. and closes Aug. 15 at 11:59 p.m.

When the public comment period ends, we will consider all comments and may change the documents based on them. After considering all comments, the documents will become final.

Will there be a public meeting?

Site background

Clean Earth is the current owner, but this facility has operated under the following previous owners:

• Chemical Processors, Inc. (which became Burlington Environmental) bought the site in 1989.
• PSC Environmental Services.
• Stericycle.
• Clean Earth (current owner).

Since 1989, the site has stored commercial products and transferred hazardous waste. Most facility work involving dangerous waste stopped in 2017. Remaining business involves solid wastes that are dangerous waste only in Washington State or hazardous wastes from households.

In 2017, regulated hazardous waste activities were moved from the Kent site to another Clean Earth facility in Tacoma. Many changes to the Kent location have occurred since 2017.
