When the informal comment period ends, we will consider all comments and may change the documents based on them. Afterwards, the documents will be finalized and posted for applicants to use starting in February 2026.
ORCA is part of the suite of organics management laws that help our state reach its organics diversion goals. We provide technical assistance to impacted jurisdictions, state agencies, partnered entities, and businesses so they can properly comply with the law. In 2027 and 2030, ORCA requirements for impacted jurisdictions will go into effect across the state. Learn how it will affect you and about the newly introduced waiver process, timeline, and necessary documentation.
We want your feedback on the waiver documents for the ORCA-impacted jurisdictions to receive a waiver and extend their timeline for meeting the organics collection requirements.
