Omak Shoreline Master Program: Periodic Review
On Dec. 4, 2025, we approved the City of Omak's shoreline master program (SMP) periodic review. Per RCW 90.58.090, the effective date of Omak's SMP is Dec. 18, 2025, 14 days after we provided notice to the City that their SMP was approved.
The Omak SMP regulates shoreline uses and activities along the City’s shoreline jurisdiction, which includes the Okanogan River as well as associated wetlands. The entirety of the City’s shoreline jurisdiction is designated a Shoreline of Statewide Significance. The City’s periodic review amendment brings the SMP into compliance with state rules that have been added or changed since the City’s comprehensive SMP update in 2017. It also ensures the SMP remains consistent with amended comprehensive plans and regulations, and incorporates revisions deemed necessary to reflect changed local circumstances, new information, or improved data.
Conditional Approval
On Nov. 3, 2025, we provided the City of Omak with recommended changes to the proposed periodic review amendment of their shoreline master program (SMP).
The recommended changes are based on our review of whether or not the proposed amendment complies with state laws and rules, and a public comment period held March 18 to April 17, 2025.
Email notices were used to notify those who had expressed prior interest. One written comment was received from the Washington State Department of Fish and Wildlife (WDFW); it provided four recommended additions to the SMP. On June 5, 2024, we sent a copy of comments to the City for their response. The public comments and City’s responses have been incorporated into Attachment A: Findings and Conclusions, provided below.

Appeals
- Per RCW 90.58.190(3), an interested party may file an appeal with the Shorelines Hearings Board within 30 days of the publication date of our written notice of final action.
- We plan to publish the notice of final action in the Omak-Okanogan County Chronicle legal ads on Dec. 24, 2025.
