Pe Ell Shoreline Master Program: comprehensive update and periodic review
Conditional approval
On Feb. 2, 2026, we provided Pe Ell with required and recommended changes to the town’s proposed comprehensive update and periodic review amendment of their shoreline master program (SMP).
The required and recommended changes have been sent to the town for their review and response. The town may agree to these changes or offer alternative language. Final approval will occur when we have reached agreement with the town on language that meets state requirements.
We held a public comment period on Pe Ell’s proposed comprehensive update and periodic review amendment to their SMP. The state comment period was from Oct. 30, 2023, to Dec. 4, 2023.
We distributed notice of the state comment period via email to state interested parties on Oct. 23, 2023, including separate notice and invitation to consult Government-to-Government to the Cowlitz Indian Tribe, the Confederated Tribes of the Chehalis Reservation, and the Quinault Indian Nation.
One comment letter from the Washington Department of Fish and Wildlife (WDFW) was received during the state comment period. The comment letter focused on SMP policies related to protection of riparian habitat and preservation of native vegetation. On Dec. 6, 2023, we sent a summary of comments to the town for their response. The town prepared written responses to the comments and provided them to us on Jan. 18, 2024. The town locally adopted the SMP via Ordinance No. 579 on Sept. 27, 2023. The comprehensive update will revise the existing shoreline program, including the goals, policies, regulations, shoreline environment designations, and administrative procedures and definitions. The update also brings the SMP into consistency with changes to state law, local regulations, and other local circumstances, as needed to comply with the mandated periodic review. Our required and recommended changes have been sent to the town for their review and response. The town may agree to these changes or offer alternative language. Final approval will occur when the town and Ecology agree on language that meets state requirements.
