Stormwater grants of regional or statewide significance (GROSS) program
Municipal Stormwater Grants of Regional or Statewide Significance (GROSS) are competitive grants that assist permittees in completing projects that will benefit multiple permittees.
As of this cycle (Fiscal year 2026), GROSS are part of the Water Quality Combined Funding Program.

- Amount of funding available: Up to $1 million
- Grant award limit: $300,000
- Amount of matching funds required: None required

Funding is available for the following entities:
Phase I and Phase II NPDES municipal permittees.
Stormwater activity projects
Projects must meet all three of the following eligibility criteria:
- Support implementation of permit-required municipal stormwater programs.
- Directly benefit multiple permittees’ stormwater management programs or demonstrate a clear regional or statewide significance or value (i.e. transferable).
- Produce durable deliverables.
Capital construction projects are not eligible for this funding.
