On this page you will find stormwater project requirements and resources such as forms, design guidance, and templates for the Water Quality Combined Funding Program. These requirements apply for any stormwater projects that may have received funds from Stormwater Financial Assistance Program (SFAP), Centennial, and CWSRF Loan.

Training for new recipients

We provide recipient training annually by webinars, that are typically held in July. See below for the most current information (dates/times of current trainings or presentations of previous trainings). We recommend recipients attend their project type training and any Environmental and Cultural Resources training necessary.

If your project received Clean Water State Revolving Funds (CWSRF) Loan, there are additional requirements.

Cultural resources review

  • You must complete Ecology’s cultural resource requirements before any geotechnical work, acquisition, site prep work, or construction takes place.  
  • To initiate cultural resources review, you will complete and submit an Ecology Cultural Resources Review Form and Inadvertent Discovery Plan to the Ecology Project Manager.

Environmental review

Most stormwater projects require State Environmental Policy Act (SEPA).

  • You, as the Recipient, are the lead agency and will determine if SEPA is required.
  • Upload the SEPA Checklist and notify the Ecology Project Manager when the official comment period begins.

Procurement, purchasing, and contracts

State procurement requirements apply to all projects. You can find further information in the Yellow Book (pg. 48).

GIS guidance

  • We require GIS deliverables for facility projects. The GIS data informs project management and implementation and aids in understanding project effectiveness.
  • Accepted formats include web maps, map services, feature services, shapefiles, and file geodatabase files. Use the Stormwater Facility GIS file geodatabase templates to format the best management pracitce (BMP) and contributing area data.
  • See Stormwater Deliverables Guidance (Section 2.9) for more information. 

Project close out 

  • You should begin preparing for agreement close out at least 90 days before the agreement expiration date.
  • An Outcomes Summary and a Recipient Close Out Report in EAGL must be submitted for all projects. Find your project type below for templates and directions on how to fill out these forms. 
  • Final PRPRs are due within 30 days after the project expiration date.
