Chapters 173-425, 173-430, and 173-400 WAC, Flame Cap Kilns and Air Curtain Incinerators

We are starting a rulemaking to update:

With this rulemaking, we intend to:

Add the definition of "flame cap kilns"
Update the definition of "silvicultural burning" to include combustion
Address the use of air curtain incinerators, another type of outdoor burning device
Add a process for getting a permit from us to use an air curtain incinerator
Clarify language and improve regulatory requirements for air quality
