Tribal Consultation Grants provide support for federally recognized Tribes with lands and territories in Washington state to engage in a range of climate-related activities, including developing Tribal clean energy projects; consulting on Climate Commitment Act (CCA) spending decisions; engaging in clean energy siting processes; applying for state or federal grant funding; and activities supporting climate resilience and adaptation.

In 2022, the Legislature established an enhanced process for Tribal consultation on spending decisions from accounts created in the CCA. The purpose of the grants is to support Tribes with funds to engage in these consultation processes.

Funding cycle

$5 million is available to support Tribal consultation on funding decisions from Climate Commitment Act (CCA) accounts, consultation on clean energy siting studies, and other climate and clean energy work.

An initial $16 million was distributed through prior funding rounds in January 2024 and July 2023. This additional $5 million will be awarded to eligible applicants in December 2024.

Funds will become available Jan. 1, 2025.

Funds won't be available if Initiative 2117 is approved by voters, in accordance with ESSB 5950 Sec 302(8).

Funding is available for the following entities:

Federally recognized Tribes with lands and territories in Washington state are eligible for this non-competitive funding opportunity.

Grant funds are to be used to support Tribal consultation on spending decisions from accounts created in the CCA, as described in RCW 70A.65.305.

Funds may support activities that include:

  • Consulting with agencies that allocate funding or administer grants with CCA funds on funding decisions and funding programs that may impact Tribal resources.
  • Consulting on clean energy siting studies and siting decisions.
  • Engaging in pre-application process with project applicants.
  • Submitting to an agency (or agencies) a summary of issues, questions, concerns, or other statements regarding a proposed project.
  • Activities supporting climate resilience and adaptation.
  • Developing Tribal clean energy projects.
  • Applying for state or federal grant funding.
  • Other activities deemed necessary by the Tribe, and approved by Ecology, to implement or support activities under ESHB 1753.
