Linkage Rulemaking Electricity Considerations
WAC 173-446 Cap-and-Invest Linkage

Ecology is accepting public comments on potential revisions to electricity topics for the linkage rulemaking.
Ecology requests that interested parties provide comment on specific topics that will be shared at the public meeting on Nov. 19. The specific topics for comment will also be posted after the meeting.
This rulemaking would adopt amendments to WAC 173-441 Reporting of Emissions of Greenhouse Gases Rule, and WAC 173-446, Climate Commitment Act Program Rule.
We write rules to implement and enforce state and federal environmental laws and rules. Ecology follows a 3-phase process for rulemaking:
- Announcement and development
- Proposal
- Adoption
