Linkage Rulemaking Public Meeting on Electricity Topics
WAC 173-446 Cap-and-Invest Linkage

Ecology is hosting a public meeting on the Cap-and-Invest linkage rulemaking on Nov. 19 from 9 – 11 a.m. PT to discuss electricity topics, with a focus on electricity wheeled through the state.
This rulemaking would adopt amendments to WAC 173-441 Reporting of Emissions of Greenhouse Gases Rule, and WAC 173-446, Climate Commitment Act Program Rule.
We write rules to implement and enforce state and federal environmental laws and rules. Ecology follows a 3-phase process for rulemaking:
- Announcement and development
- Proposal
- Adoption
