Oil Spill Contingency Plan

We invite interested public, local and tribal governments to review and comment on the Union Pacific Railroad Co. Contingency Plan updates.
The following plan is now available for public review:
Washington Administrative Code (WAC) 173-182 and 173-186 requires oil handling facilities, pipelines, vessels and railroads to have a state-approved oil spill contingency plan that ensures their ability to respond to major oil spills.
Regulated companies are required to submit changes to Ecology and updates may require a 30-day public review of the updates (WAC 173-182-142 / WAC 173-186-430).
Specific changes are as follows:
- Discontinuing of Union Pacific Railroad’s Primary Response Contractor contract with NRC Environmental Services.
- Updated planning standards spreadsheets.
