Online Public Meeting and Hearing
Sand and Gravel General Permit
Sept. 9, 2025, 1:30 p.m. PT, Online webinar
You are invited to join us for an online public meeting and formal hearing for the draft Sand and Gravel General Permit.
During the comment period we will host two online public meetings where we will explain the proposed changes to the permit and answer questions prior to the formal hearings. The hearings provide an opportunity for people to give formal spoken testimony on the proposed draft permit. The public hearings begin immediately following the informational presentation and will conclude when public testimony is complete. Spoken testimony will receive the same consideration as written comments. You can submit comments until Sept. 25, 2025.
The Sand and Gravel General Permit regulates discharges of water — process water, stormwater, and water from mine dewatering — associated with sand and gravel, rock quarry, and similar mining operations, concrete batch plants, and hot mix asphalt operations.
Under the Federal Clean Water Act and State Water Pollution Control Act this permit protects Washington’s waters and aquatic life by ensuring that untreated wastewater from these mining, concrete, and asphalt operations does not carry pollutants into waters of the state.
