Ecology is conducting rulemaking to amend five instream protection rules to include specific requirements that are already in statute (RCW 90.94.030(4)) for Cities and Counties authorizing new permit-exempt wells in these watersheds.

Background
We write rules to implement and enforce state and federal environmental laws and rules. Ecology follows a three-phase process for rulemaking:
- Announcement and development
- Proposal
- Adoption
