Kalama Shoreline Master Program: Comprehensive update & periodic review

Conditional approval

On Jan. 22, 2024, we provided required and recommended changes to the City of Kalama (City) on their Shoreline Master Program (SMP).

The required and recommended changes are based on our review of whether or not the proposed combined comprehensive update and periodic review amendment complies with state laws and rules, and a public comment period held June 7 - July 11, 2022.

Email notices were used to notify interested parties of the public comment period. Written comments from two different individuals and/or organizations were reveived. Comments focused on riparian  buffers, the proposed Shoreline Environment Designations, and Tribal Consultation during shoreline project review. On Sept. 1, 2022, we sent a summary of comments to the city for their response. The city prepared written responses to the public's comments and provided them to us on Oct. 14, 2022. The response to comments document is posted below.

The city locally adopted the SMP via Resolution No. 711 in Dec. 2021. The comprehensive update will revise the existing shoreline program, including the goals, policies, regulations, shoreline environment designations, and administrative procedures and definitions. The update also brings the SMP into consistency with changes to state law, local regulations, and other local circumstances, as needed to comply with the mandated periodic review. Our required and recommended changes have been sent to the city for their review and response. The city may agree to these changes or offer alternative language. Final approval will occur when we have reached agreement with the city on language that meets state requirements.
