Okanogan County SMP: Periodic Review

On Feb. 25, 2026, we approved Okanogan County’s shoreline master program (SMP) periodic review. Per RCW 90.58.090, the effective date of Okanogan County’s SMP is March 11, 2026, 14 days after we provided notice to the county that their SMP was approved.

Okanogan County opted to use the standard review process for SMP amendments, pursuant to WAC 173-26-100. The County locally adopted this amendment on July 10, 2023, and submitted it to us on April 11, 2024. We determined their submittal to be complete on May 2, 2024. A state public comment period ran from July 18 to Aug. 19, 2024.

Notices of the comment period were distributed by email to interested parties, Tribes, and posted on our website, consistent with RCW 90.58.080 and WAC 173-26 requirements.


The County’s comprehensive update to their SMP went into effect in 2018. The proposed amendment is needed to comply with the statutory deadline for a periodic review of their SMP pursuant to RCW 90.58.080(4). The County has reviewed their SMP and has proposed amendments that will bring the SMP in compliance with requirements of the Shoreline Management Act and state rules, and reflects changes in circumstances, new information, and improved data.

Appeals

  • Per RCW 90.58.190(3), an interested party may file an appeal with the Shorelines Hearings Board within 30 days of the publication date of our written notice of final action.
  • We plan to publish the notice of final action in the Okanogan Valley Gazette-Tribune legal ads on March 19, 2026.
