Interagency Review Team
Ecology and the U.S. Army Corps of Engineers co-chair the Interagency Review Team (IRT) which may include representatives from local and Tribal governments and state and federal agencies. Working together the IRT reviews, evaluates, and negotiates bank proposals but as IRT Co-chairs, Ecology and the Corps make up the final decision-making authority.

If you are submitting documentation for a new bank proposal, the documentation should be sent electronically to all IRT co-chairs listed below. If your e-mail submittal is over 10MB, please reach out to one of the co-chairs to determine another submittal format, such as an FTP site.

The IRT works with applicants beginning with review of their initial proposal to development of a mitigation banking instrument (MBI). The MBI outlines the terms and conditions of bank approval and certification. Some IRT members also oversee the establishment, use, and operation of the banks. The IRT includes standing and invited members.
Members of the statewide policy IRT participate in policy discussions and decisions that affect the banking program across the state. These members participate in discussions on all banks and oversee the establishment, use, and operation of specific bank projects.
