Shoreline planning competitive grants

This update is about our ability to award shoreline planning competitive grants from our operating budget during the 2025-27 biennium (July 1, 2025, through June 30, 2027).  

Unfortunately, a projected shortfall in revenue generated by the state Hazardous Substance Tax has resulted in a budget deficit in Ecology’s largest funding account this biennium. Our budget has been reduced from $3.2 million to $1.5 million.  

As a result, we have made the difficult decision to pause the shoreline planning competitive grant program indefinitely.  

Instead of providing individual grants this biennium, we intend to use these funds to support sea level rise vulnerability data collection and evaluations that can be used by multiple jurisdictions.  

We are also undergoing rulemaking to amend the state’s shoreline management rules to establish new sea level rise planning requirements for local shoreline master programs, required by state law, and provide clarity around issues related to shoreline master program permitting, amendments, enforcement, and approvals. 

Our revised approach will improve efficiency, maximize available funds, and equitably benefit communities.

Funding is available for the following entities:

All Washington towns, cities, and counties with a Shoreline Master Program are eligible to apply for funding.

Examples of eligible projects include, but are not limited to: 

  • Shoreline permit monitoring
  • Channel migration zone studies
  • Improving SMP implementation  
  • Climate resilience planning 
  • Updating restoration plans
  • Public access planning
