Hazardous waste planning fee

Some businesses that submit Pollution Prevention (P2) Plans may also need to pay the Hazardous Waste Planning Fee.

The fee varies based on what your business or facility:

Payments are due by July 1. The fee and fee calculations change every year.

2026 Hazardous Waste Planning Fee calculation

This table shows the fee you can expect based on the pounds of dangerous waste (DW), extremely hazardous waste (EHW), and TRI releases your business or facility reported. If you generated and released 4,001 pounds or more, your fee is calculated using the formula provided by the Hazardous Waste Planning Fee Regulation (WAC 173-305-220) and the statewide rate per risk pound – $0.092685005. This rate is calculated every year.

We apply a risk factor for specific types of dangerous wastes and TRI releases:

  • State-only extremely hazardous waste (EHW) is multiplied by 10 times the current rate.
  • Both federal dangerous waste and state-only EHW are multiplied by the rate (risk factor of 1).
  • Federal dangerous wastes and TRI releases are multiplied by the rate (risk factor of 1).

Payment options

You can pay online using EcoEPay. Payment is due by July 1.

Late payments

Payment is considered past due 30 days after the due date on the invoice. Invoices are sent by email. We are authorized to send unpaid fees to collections if payment isn't received within 90 days of the due date on the invoice (see RCW 19.16.500).

  • Email p2plans@ecy.wa.gov or call 360-407-6734 if your payment is late.
  • Unpaid accounts will go to collections and incur up to a 25% surcharge to the delinquent amount.
