Waste reduction and recycling education grants

Our Waste Reduction and Recycling Education (WRRED) grants program is a competitive grant program that provides up to $60,000 to qualified local governments and non-profit organizations for local or statewide education programs designed to help the public with litter control, waste reduction, recycling, and composting. A match of 25 percent of state funding is required.

  • Grant award limit: Up to $60,000 for a two-year project
  • Amount of matching funds required: 25 percent of state funds (cash or in-kind contributions)

We will accept applications from:

Start date: Nov 2, 2021
End date: Nov 23, 2021

We anticipate applications opening in September 2023 for the 2023-2025 biennium.

2022 – 2023 funding guidelines


Funding Source: Funding for the WRRED Grants Program comes from RCW 70A.200.140, Waste reduction, recycling, and litter control account (WRRLCA). WRRLCA receives revenue from Chapter 82.19 RCW, Litter tax. The Litter Tax is a tax on the following products:

  • Food for human or pet consumption
  • Groceries
  • Cigarettes and tobacco products
  • Soft drinks and carbonated waters
  • Beer and other malt beverages
  • Wine
  • Newspapers and magazines
  • Household paper and paper products
  • Glass containers
  • Metal containers
  • Plastic or fiber containers made of synthetic material
  • Cleaning agents and toiletries
  • Nondrug drugstore sundry products
