King County proposed SMP amendment

Public comment requested Dec. 14, 2018 to Jan. 14, 2019 at 5 p.m.

We are seeking public comment on King County's Shoreline Master Program (SMP).

The county's amendment proposes several changes to their existing SMP. The changes include modifications to sections of their Critical Areas regulations (King County Code 21A.24) incorporated into the SMP and to the county's SMP regulations (King County Code 21A.25). This submittal includes portions of two separate local actions:

Ordinance 18676 amending King County Code (KCC) consolidating sections 20.12.200 & 20.12.205; correcting cross-references to the Comprehensive Plan and other development regulations; minor changes to definitions found in 21A.06; reforming of tables found in 21A.24.045 and 21A.25.160; and minor changes to 21A.24.045, 21A.24.070, 21A.24.200, 21A.25.160, 21A.25.180, 21A.25.290, 21A.25.300, and 21A.25.310 are being proposed to provide clarification or address implementation difficulties.

Ordinance 18791 was adopted for the stated purpose of reorganizing the county's executive departments. No policy or regulatory changes were included with this ordinance. It replaces references to the county's Department of Permitting and Environmental Review (DPER) with a reference to the Department of Local Services (DLS) to reflect the creation of this new department in King County.

Our review

We will compare King County's proposed SMP to the requirements of the Shoreline Management Act and Shoreline Master Program Guidelines. Based on the comparison, we will decide whether to:

  • Approve the amended SMP as is.
  • Approve the amended SMP with recommended changes.
  • Send the proposed program back to King County with required changes to meet statutory and rule requirements. Recommended changes may also be included with the required changes.

All interested parties are invited to provide comment about the proposed amendment during this public comment period. There are several ways to provide comments. you only need to submit your comments once.
