Suspension of capital projects

In light of the current COVID-19 situation, we are sending a message to all capital pass-through grant and loan recipients with active agreements. Please be watching for an email and/or a hard copy letter that will follow-up on the Governor’s Stay Home, Stay Healthy Proclamation (20-25) and subsequent directive from the Office of Financial Management (OFM) on March 30, 2020, regarding the suspension of capital projects. That message will reference examples of COVID-19 response plans shown below:

Applying for or managing a grant or loan

You can apply for and manage most grants and loans in EAGL, Ecology’s Administration of Grants and Loans system. To use EAGL, you must:

  1. Have a Secure Access Washington (SAW) account
  2. Register as an EAGL user​

If you manage a grant or loan that is not in EAGL, please visit our page for guidance and links to information not in EAGL.

NOTE: If you are registering your organization in EAGL for the first time, you will need this information:

Follow the instructions below to register in EAGL:

  1. Once you log in with your SAW credentials, select "Add a new service."
  2. Click "I would like to browse a list of services."
  3. Click "Department of Ecology."
  4. Find EAGL and click "apply."
  5. You will receive a system-generated email from SAW when your EAGL account application is confirmed. You're not done yet!
  6. SAW will direct you to a page offering access to EAGL - select the EAGL link.
  7. Complete the EAGL registration form.
  8. Select the "save" button at the top of the page, SAW will send an email to Ecology with your registration request.
  9. When Ecology approves the registration request, EAGL will send you an email letting you know your registration has been approved.
  10. Log in to your Secure Access Washington (SAW) account here, and you will be directed to EAGL.
  • If you already have a Secure Access Washington (SAW) account for other government services, do not create a new account to access EAGL.
  • You may not "share" a SAW account with another person or organization.

Go to Secure Access Washington to create a SAW account, then follow the instructions below.

  1. Create your SAW account and wait for a confirmation email.
  2. Click the confirmation link in the email and log back into SAW.

After you create your SAW account, to create an EAGL account:

  1. Select "add a new service."

To access current agreements in EAGL

If you are a newly registered EAGL user, the EAGL system will notify the "authorized official" in your organization that you are a new user. Once you are registered in EAGL, the "authorized official" must add you to each agreement you need to access.
