Aquatic & Invasive Species Control
We issue this permit to state government agencies. It allows chemical treatments to control fish, animals, and insects. The chemicals are used in freshwater (lakes, streams, and rivers) or salt water. This permit does not cover chemical treatments for noxious weeds or aquatic plants. We will continue to regulate these activities under either the Aquatic Noxious Weed Control permit or the Aquatic Plant & Algae Management permit.
The new Aquatic & Invasive Species Control permit combines and replaces three previous permits that were also issued to state agencies:
- Aquatic Invasive Species Management (WDFW)
- Fisheries Resource Management (WDFW)
- Invasive Moth Control (WSDA).
These three previous permits have expired and have been replaced. The current combined permit went into effect on July 28, 2023, and expires on July 27, 2028.

New permit issuance
The current permit went into effect on July 28, 2023, and expires on July 27, 2028. This new permit is a combined National Pollutant Discharge Elimination System (NPDES) and State Waste Discharge general permit and allows state agencies using aquatic pesticides and other control products to comply with with the Federal Clean Water Act and state law (RCW 90.48.080).
