Stormwater can pick up pollution from factories and businesses. Those contaminants are carried into waterways and harm fish and other aquatic life. The Industrial Stormwater General Permit (ISGP) helps industrial facilities comply with federal regulations that reduce pollution. We require most industrial sites in Washington to monitor, measure, and reduce stormwater pollution leaving their site.

The current permit went into effect on Jan. 1, 2020, and expires Dec. 31, 2024.

We invited comments on the draft Industrial Stormwater General Permit permit documents from May 15 to July 15, 2024. We will publish a Response to Comments as an appendix to the fact sheet to address comments submitted during the public comment period.

We accepted comments online, by mail, and during our public hearings from May 15 to July 15, 2024. You can view comments we recieved on our online comment form.

Workshops and hearings

During the workshops on June 20th and 24th, we explained the proposed changes to the permit and answered questions. The hearings began immediately following the public workshops.

To apply for coverage:

Fill out the online application (Notice of Intent)
Conditional No Exposure — Eligible if there is “no exposure” of industrial materials and activities to rain, snow, snow melt, and/or runoff. Reapply for this status every five years. Apply through SecureAccess Washington (SAW).

To renew your coverage:

Sign up for a SecureAccess Washington (SAW) account. SecureAccess Washington or SAW is the State of Washington’s secure portal to access and submit applications.
Add the WQWebPortal Service to your SAW account to apply for coverage.
Follow these instructions to submit your renewal NOI application.
Renewal applications for existing coverages must be submitted by July 5, 2024.
