Funding cycles of the Water Quality Combined Funding Program

Our Water Quality Combined Funding Program (WQC) provides annual funding to projects that improve and protect water quality throughout Washington. The program combines state and federal funding sources to provide grants and loans to these projects. We also provide technical assistance to applicants.

We have one combined funding process in each cycle, with a single application, competitive rating process, and list of funding offered. Applicants submit just one application to seek funding from all of the funding sources within the WQC.

Loan interest rates for the SFY 2021 WQC funding cycle:

  • Loans of 30 year length have a 2.7 percent interest rate
  • Loans of 20 year length have a 2.0 percent interest rate
  • Loans of 5 year length have a 1.0 percent interest rate

State Fiscal Year (SFY) 2020 funding cycle

The State Fiscal Year 2020 (SFY 2020) Final Funding Offer List and Intended Use Plan (final list) was published June 28, 2019. The final list describes how we propose to use state and federal dollars to fund water quality improvement projects across the state of Washington.

Loan interest rates for the WQC State Fiscal Year 2020 funding cycle:

  • 30 year loans have a 2.7 percent interest rate
  • 20 year loans have a 2.0 percent interest rate
  • 5 year loans have a 1.0 percent interest rate

  • Loans ranging from 21 to 30 years have a 2.6 percent interest rate
  • Loans ranging from 6 to 20 years have a 2.0 percent interest rate
  • Loans ranging from 1 to 5 years have a 1.0 percent interest rate

  • Loans ranging from 6 to 20 years have a 1,5 percent interest rate
  • Loans ranging from 1 to 5 years have a 0.7 percent interest rate
