Water Quality Combined Fund Applications Open July 22
State fiscal year 2027 funding applications will open earlier than usual. They will open on July 22, 2025, and close on Sept. 3, 2025. Final funding offers will be made July 2026. Please take note of this change and plan accordingly if you intend to apply for funding this year. We provide millions of dollars of funding to improve, protect, and restore water quality across the state. We have several opportunities that vary by funding source, funding category, and type of project. The largest opportunity is our Water Quality Combined Fund where we provide a single application process to fund a variety of projects.

- Emergency Funding
- Emergency loan funding may be available for public wastewater facilities serving a population of 10,000 or fewer people for water quality projects where a local emergency has been declared. Information is available in the CWSRF Emergency Funding Program Guidelines or by contacting Karen Izumoto.
Water Quality Combined Funding Program
Our Water Quality Combined Funding is an integrated funding program for projects that improve and protect water quality throughout the state. Projects include: wastewater, stormwater, nonpoint source activities, and on-site sewage systems. We use an annual single-application process to award funding from multiple sources all at once, through a competitive ranking process. Projects are scored and ranked based on how much they will benefit water quality and how ready the project is to go to the next step. We create funding packages to meet applicant’s needs with the best available funding from several different grants and loans.

- Centennial Clean Water Program Grants
- Clean Water State Revolving Fund (CWSRF)
- Bipartisan Infrastructure Law (BIL), including Emerging Contaminants
- Sewer Overflow and Stormwater Reuse Municipal Grants (OSG)
- Stormwater Financial Assistance Program grants (SFAP)
- Stormwater Community-Based Public-Private Partnerships (CBP3)
- Stormwater Grants of Statewide Significance (GROSS)

Latest funding cycle
Applications for state fiscal year 2027 will open July 22, 2025 and close Sept. 3, 2025. Final offers will be made July 2026.
The annual application cycle for State Fiscal Year 2026 was Aug. 13, 2024 to Oct. 15, 2024. During this application cycle, 155 applications were screened with $565 million requested in eligible funding. After review, we plan to award $175.5 million for 102 high-priority clean water projects.
