Climate Commitment Act Funds Reporting

We want to hear what you think about reporting requirements for recipients of funding from the Climate Commitment Act accounts.
We'll use your feedback to determine whether we should make changes to the rule prior to its adoption in October 2024.
This rulemaking would adopt a new chapter WAC 173-446B, CCA Funds Reporting. The rule will establish reporting requirements for recipients of of funding from the Climate Commitment Act accounts, so we can complete annual reports to the Legislature, as required by the Climate Commitment Act (RCW 70A.65.300).
This proposed rule:
- Defines what information recipients must report to Ecology.
- Sets requirements for recipients to report on the quantity of greenhouse gas emissions reductions that are expected to result from their funded projects.
Background
In 2021, the Washington Legislature passed the Climate Commitment Act (CCA) which establishes a comprehensive program to reduce carbon pollution and to achieve greenhouse gas limits set in state law.
The Climate Commitment Act:
- Caps and reduces greenhouse gas emissions from the state’s largest emitting sources and industries, allowing businesses to find the most efficient path to lower carbon emissions.
- Promotes environmental justice and equity to reduce air pollution in communities that have the most air pollution.
- Aligns with the Healthy Environment for All (HEAL) Act.
