Reardan Shoreline Master Program
On March 14, 2023, we approved the Town of Reardan’s Shoreline Master Program (SMP) comprehensive update. Per RCW 90.58.090, the effective date of the Reardan SMP is March 28, 2023, 14 days after we provided notice to the Town that their SMP was approved.
Lincoln County, along with Reardon and Odessa, formed a coalition to pursue a regional update to their Shoreline Master Programs. The regional comprehensive update revises the three jurisdictions’ existing SMPs, including the goals, policies, regulations, shoreline environment designations, and administrative procedures and definitions. This updated master program increases protection and restoration of habitat and water quality, provides more certainty for development, and improves public access and recreational opportunities.
We held a public comment period for the Reardan SMP from Aug. 17 to Sept. 19, 2016. We used mail and email to notify those who had expressed prior interest. We also issued a news release to encourage public participation and comment. The public comment and Town’s responses have been incorporated into Attachment A: Findings and Conclusions (below).

Appeals
- Per RCW 90.58.190(2) and RCW 36.70A.290, an interested party may file an appeal with the Shoreline Hearings Board within 30 days of the publication date of our written notice of final action.
- We plan to publish the notice of final action in the Spokesman-Review legal ads on March 28, 2023.
