Raymond Shoreline Master Program: periodic review

Public Comment Period

We are seeking public comment on the City of Raymond's (City) proposed Shoreline Master Program (SMP) periodic review from March 17 to April 17, 2023. All interested parties are invited to provide comment during this public comment period. There are several ways to provide comments. You only need to submit your comment once.

The City’s amendment proposes changes to the existing SMP to ensure it is current with changes in state law, changes in other City plans and regulations, and other changed circumstances. The proposed changes incorporate ocean use policies, regulations, and procedures consistent with the Ocean Resource Management Act and the state’s Marine Spatial Plan; update incorporation of the City’s critical areas ordinance consistent with best available science; and clarify permitting requirements.


We will compare the City's proposed program to the requirements of the Shoreline Management Act and the Shoreline Master Program Guidelines. Based on the comparison we will decide whether to:

  • Approve the program as is.
  • Approve with recommended changes.
  • Send the proposed program back to the City with required changes to meet statutory and rule requirements. Recommended changes may also be included with the required changes.
