Shoreline Master Program periodic review grants

The state Shoreline Management Act requires that counties, cities, and towns periodically review their comprehensively-updated Shoreline Master Program (SMP) every ten years. The review timetable for local governments is established in RCW 90.58.080(4), and the completion deadline is outlined in WAC 173-26-090. In addition, WAC 173-26-104 allows an optional joint review process that combines required local and state public comment periods.

Grant funding: The next round of funding will be available in the 2027-29 biennium, for eligible jurisdictions with periodic reviews due on June 30, 2029. Grants issued will start on July 1, 2027 and end on June 30, 2029.

Funding cycle

  • Amount of funding available: Approximately $2 million
  • Grant award limit: Grants are awarded on a formula, rather than a competitive, basis. For the current funding cycle, grants for counties are a set amount, and grants for cities and towns are based on population.
  • Amount of matching funds required: No match required

Grants were available to eligible Washington state towns, cities, and counties with periodic reviews due no later than June 30, 2022, as outlined in the Shoreline Management Act (RCW 90.58.080 and WAC 173-26-090).

These include the following counties, and the cities and towns within those counties: Adams, Asotin, Columbia, Ferry, Franklin, Garfield, Grant, Grays Harbor, Klickitat, Lincoln, Okanogan, Pacific, Pend Oreille, Stevens, Wahkiakum, Walla Walla, and Whitman.

  • Shoreline Master Program periodic reviews.
  • Shoreline Master Program comprehensive updates combined with periodic reviews.
  • Jurisdictions that completed periodic review early may propose use of grant funds for other shoreline management activities such as a public access plan, technical assistance memos, assessment of permit effectiveness, or other SMP implementation work.
