Lakewood SMP: Periodic review
On Oct. 23, 2019, we approved the City of Lakewood's Shoreline Master Program (SMP) periodic review amendment. Per RCW 90.50.090, the effective date of the city's SMP is Nov. 6, 2019, which is 14 days after we provided notice to the city that their SMP was approved.
The city's SMP periodic review amendment proposed to make minor changes to provisions regarding the substantial development and freshwater dock cost thresholds, ADA retrofit permit exemption, definitions, local review and permit filing procedures, nonconforming use and development, and transportation project review, as well as internal citation corrections and rewording for clarity. A revised Restoration Plan is also presented as a separate stand-alone companion document.
The SMP applies to approximately 3.8 miles of streams and approximately 15.3 miles along five lakes. City shorelines include Chambers Creek, Clover Creek, Lake Steilacoom, Lake Louise, Gravelly Lake, and Waughop Lake, as well as portions of American Lake, a shoreline of statewide significance.
Public comment period
On Sept. 30, 2019, we provided the city with recommended changes to its proposed SMP periodic review amendment. The changes are based on our review of whether the proposed amendment complies with state laws and rules, and input from the state public comment period.
Both mail and email were used to notify interested parties of the state comment period and held June 17 to July 18, 2019. We also published a legal ad to encourage public participation and comment. One comment letter was received raising issues of protection for salmonid populations. In late-July, we provided the city with a summary of those issues, and the city provided its response to comments.

- Per RCW 90.58.190(2), an interested party may file an appeal with the Growth Management Hearings Board within 60 days of the publication date of our written notice of final action.
