Triennial Review

Federal regulations require that we hold public hearings to review surface water quality standards. This process occurs every three years and is called a triennial review. This review gives us an opportunity to discuss priorities and commitments to update surface water quality standards with Tribes, interested parties, and the public. 

2025 triennial review

We have submitted our final Triennial Review report to EPA Region 10 for the Water Quality Standards for Surface Waters of the State of Washington. We provided a draft list of priority actions and accepted comments on these actions from Feb. 25, 2025, though  April 22, 2025. We also held an informational webinar and public hearing, you can view the presentation below. 

Last Triennial Review Timeline

  • Feb. 25, 2025 - Began public comment period
  • March 13, 2025 -  Informational webinar
  • April 15, 2025 - Public hearing 
  • April 22, 2025 - Ended public comment period
  • May - August 2025 - Reviewed and responded to comments, updated workplan
  • August 2025 - Submited Final Workplan to EPA

Rulemaking process

When it is necessary to update the standards we go through the rulemaking process. We select the topics for rulemaking based on which actions will make the greatest environmental and/or administrative benefits.

Topics are prioritized based on:

  • The expected environmental benefits.
  • Changes in science
  • Federal mandates or legal requirements.
  • Requests for specific updates.
