Dangerous waste reporting requirements
LQGs and MQGs must register for RCRAInfo
EPA has issued their final Third Rule, which integrates the e-Manifest system with exports and other manifest-related reports. Effective Jan. 22, 2025, large and medium quantity generators (LQGs and MQGs) must register for RCRAInfo to access the e-Manifest system to obtain their final signed manifest copies.
Businesses that generate dangerous waste may be required to submit certain dangerous waste reports.
- Notifications of dangerous waste activities.
- Dangerous waste annual report.
- Pollution prevention (P2) plan.
In some instances, you may also be required to pay certain dangerous waste fees.

Businesses may need to notify us of dangerous waste activities, such as:
- Episodic waste generation (planned or unplanned).
- Large quantity consolidation.
- Hazardous secondary materials.
- Health care facilities that intend to manage waste under the special requirements.
Businesses must have an EPA/State ID Number to submit notifications. These numbers can be created, reactivated or withdrawn.
Dangerous waste annual report
The dangerous waste annual report is a combination of required forms and other documents that summarize a business’s dangerous waste activities in Washington. All sites with an active EPA/State ID Number must submit a dangerous waste annual report.
Pollution prevention (P2) plan
Some businesses are required to submit a pollution prevention (P2) plan to reduce hazardous substance use and dangerous waste. If your business is required to submit a plan, we will contact you.
