TurboWaste

Secure Access Washington (SAW) is a hub for many Washington state online services. If you’ve ever logged in, use your account. Otherwise, sign up for a new account.

• Click the "Sign Up" button.
• Enter your own contact information for this step (not the facility). 
• Wait for an email confirmation, then proceed to Step 2.

Please note: 

• If you have any issues with your SAW account, contact SAW. We do not have access to your SAW account.
• After two failed password attempts, the account will lock. If this happens, contact SAW.
• If you have not logged into a SAW account for 24 months, your account will expire.

Log into your SAW account, then click "My Secure Services" and:

• Click "Add A New Service."
• Click "I would like to browse a list of services."
• Click "Department of Ecology."
• Scroll to "TurboWaste" and click "Apply."

Note: Do NOT click "I have been given a code." TurboWaste no longer uses a PIN.

• Wait for an approval email. This may take 3 to 5 business days.

Once you receive an approval email, you can fill out your report. However, to submit your report, you need to have an Electronic Signature Account (ESA) form on file:

• If you previously had an ESA on file, your account is still active.
• If you do not have an ESA on file, go to Step 3.

To submit your report through TurboWaste, an authorized representative for the site must have an Electronic Signature Account (ESA) form on file.

NOTE: If you previously had an ESA on file, your account is still active.

To complete an ESA form:

• Log into your SAW account.
• Go to TurboWaste.
• Fill out and complete the Electronic Signature Account form.
• Mail the ESA form to the address on the form.
  No photocopies, or emailed or faxed copies will be accepted.​

You will receive an email that your ESA form has been processed and approved. This can take up to 10 days.

We will add your sites to your profile once we have received the completed ESA form (see Step 3 above). 

If you have already processed an ESA and have additional sites to add, you must fill out a new ESA form.

We encourage all reporters to use TurboWaste to submit your report to us online. For those that must file on paper, contact us to request forms.

Once your report is complete, assemble your forms in the order below:

1. Site ID form, required.
2. OI form(s), if applicable.
3. GM form(s), if applicable.
4. WR form(s), if applicable.
5. Addendum(s), if applicable.

Submit forms via email AND mail 

• Email scanned copies to turbowaste@ecy.wa.gov.
• Mail original copies. We only accept forms with wet ink signatures. Do NOT include manifest copies, recycling sheets, or year-end summaries; these are for your use only.

​NOTE: Scanned copies not followed up with paper documents may be rejected from the system.

Please do this for:

• Notifications.
• Annual reports.
• Electronic signature agreements.

Follow the same steps above. Once we have reviewed your information, we will grant you access.
