Phillips 66 Refinery

We regulate water and hazardous waste activities at the Phillips 66 refinery in Ferndale.

Facility information

The refinery began operating in 1954 and has about 285 employees and 200 contractors that work on the site. The facility processes crude oil into a variety of petroleum products.

  • At full production, the refinery is capable of processing approximately 105,000 barrels of crude oil each day.
  • Wastewater from the petroleum making process and contaminated stormwater is treated and sent to the Strait of Georgia.
  • Noncontaminated stormwater is sent to either Lummi Bay, the Strait of Georgia, or a wooded area that feeds a wetland before going to the Slater Road Ditch.
