Puget Sound Energy Ferndale Generating Station

We regulate water and hazardous waste activities at the Puget Sound Energy (PSE) Electricity Cogeneration Station in Ferndale.

Facility information

The facility began operating in 1994. A natural gas pipeline supplies the plant with fuel used to make electricity. It also uses Number 2 fuel oil ias a backup fuel for one turbine.

  • The plant has the ability to produce up to 270 megawatts of electricity.
  • Exhaust from turbines produces steam. The Phillips 66 Ferndale oil refinery uses up to 150,000 pounds of steam from this plant each hour.
  • PSE sends its wastewater to the Phillips 66 refinery for treatment. The refinery then sends the treated wastewater to the Strait of Georgia.
  • Stormwater goes to a stormwater conveyance ditch on Lake Terrell Road. This ditch sends the stormwater to Lummi Bay.

Permit information

The Northwest Clean Air Agency regulates the PSE’s air quality activities. Visit the Northwest Clean Air Agency website or call 800-622-4627 for more information.
