Water quality permit comment period

We invite you to comment on draft modifications (changes) to Cosmo Specialty Fibers National Pollutant Discharge Elimination System water quality permit.
Changes to the permit
The mill temporarily closed (curtailed) in May 2020. Since the mill does not generate (create) process wastewater when it's not operating, we propose reducing water quality monitoring requirements during periods of curtailment.
We also made administrative changes updating website addresses referenced in the permit.

A public meeting, followed by a hearing to accept oral comments on this action took place Oct. 19, 2020.
After the close of the comment period, we will consider and respond to all comments, and make the final decision on modifying the permit.
Air quality permit reissuance
The comment period on the draft Air Operating Permit for the Cosmo Specialty Fibers paper mill ended Feb. 14, 2020. We're reviewing and responding to comments received while making a final decision on this action. Read the public comment notice for more information.
This is a sulfite pulp mill.
- With around 200 employees, the mill uses virgin hemlock to make about 550 tons of dissolving pulp (acetate, viscose, and ether grades) each day.
- It treats its wastewater and sends it to Grays Harbor and the Chehalis River.
