We regulate the water and hazardous waste activities at the Columbia & Cowlitz Railway in Longview.

This 31-mile shortline railway freight service:
- Transports forest products, steel, paper, and chemicals.
- Sends wastewater created by train maintenance and washing to the Nippon Dynawave pulp and paper mill for treatment. The mill then sends the treated wastewater to the Columbia River.
